This fish requires one round balloon and one 260 balloon. You can fill the round balloon with helium and see your fish "float."

"1 Blow up a round balloon. Then
I fully inflate the 260 balloon. Fold the 260 balloon in half and twist it at its center. Make a 1-inch (2.5-cm) bubble, then ear twist it. Repeat this on the other side of the center twist. These form the lips of the fish.
Wrap the 260 balloon around the round to help you with this.
Twist the two sections of the balloon together, but also include the knot of the round balloon in this twist. This will hold the fish's body inside the 260 balloon. If the body pops out while you are twisting the sections together, force the round balloon back between the 260 balloon once you're done. Bend the remainder of the 260 balloon to form the fins.
